For permission setting, better use Microsoft IE as your FTP browser.
After login, you may see your files, and chose your CGI / Perl file.
 
 
Then right click your CGI / Perl file.
 
 
Chose "Properties" at the bottom of pop-up menu. Then a configuration box will display.
 
 

For general, you may click "Execute" for "Owner", "Group", "All Users".

Finally you can test in your web browser.
